How to use breakpoints?

I know how Breakpoints work in other Programming languages, but it seems I am missing here something.

If I put for example a breakpoint here

      if (ActualTime == 0) {
          //   here would be a breakpoint after I pressed F9
      }

then I would expect the script to stop there. But it does not?

What is wrong?
